There are a couple of things you need to become aware of:
1) To join a Lodge you would need to talk to Freemasons where you actually are, it is not possible to join a Lodge in a country where you are not physically present.
2) Freemasonry is just a Fraternity or a hobby! Not being horrible but...
A Past Master under the UGLE does yes, as I explained above it shows the brethren in other Lodges that he is a Past Master rather than a Ruling Master.
If you wish to become a Freemason you should contact the State Grand Lodge where you live but don't worry about Freemasonry "dying" that is not what people are talking about it's the extra stuff that our huge growth in the 20th century brought about.
You should contact the Grand Secretary of your own Grand Lodge who will tell you whether there is any masonic activity abroad that you can get involved with.
Of course it's similar but different again within the Metropolitan Grand Lodge of London (MetGL) as we don't have that situation of men who haven't done the Office having a "Past" rank, in fact even those who have actually held the Office in MetGL don't get to be a "Past" something.:cool::D
