The Grand Lodges would say otherwise. Quality vs. Quantity is not an argument when your business model and budget items are dependent on the number of members.

Our new Grand Master has made it a requirement to slow down and focus on Quality vs Quantity. We are now required to follow a 3 step process, getting to know someone, have them attend social events alone and with their families, BEFORE we are permitted to give them a petition.
It is essentially a larger and more in depth "Committee of Inquiry" prior to petitioning.

Hopefully it's the investigation committee that reports back to the lodge that agrees.
