I'm in Australia, but the first step is always an asbestos report. Then review and take expert advice consisting of legal and practical. Often a report will contain an overview in the form of some boiler-plate text. Then you need a management plan, where it can get expensive is when the asbestos is friable and required removal, but at that point, you have a serious health issue which requires immediate action..

State Government can be helpful and I see https://www.dshs.state.tx.us/asbestos/regulatory-clarifications.aspx

However, you may be beyond these points. Hopefully some TX brethren can help with a contractor as you request..
