Whoops looks like they forgot something in the bill. My favorite part:

Heck why worry how we are going to save the money.

he knew it would fail. that kind of thing is common in the senate and HoR... pass votes to "stop wasteful spending."

a bill like that would pretty much be an unconstitutional law if it did pass, but it's a traditions that's older than the united states.

it's just a way to take a shot at the other side.
