Every jurisdiction may be different but it's my understanding that if a brother wants to demit and still be in good standing so he can join another lodge then his dues have to be current when he demits. Lodges may refund a portion of the dues based on how many many months the brother was in the lodge before he demitted.

Agreed. You must be in good standing (paid up) to demit.
If you are having difficulty paying you should speak to the WM and Sec.

Be sure to ask. When asked a lodge will typically remit your dues to bring you to good standing if you want to demit. If you're broke it tends to be automatic. If you have the money but not the time it depends on the generosity of the brethren and the brethren tend to be generous when asked. The guys who go NPD are the ones who don't ask.
