Never heard of it until reading your post right now, so incredibly unlikely to be actually "regular".
In fact I suspect you may be mixing up the name of it as I can't actually find a reference to any such Grand Lodge in France.

Yeah a BS, made up Grand Lodge.
I suspect it has something to do with this statement on the UGLE website even if it is not the same entity cause if you click on the first link it states that at least two new grand lodges were being formed from members of the GLNF in France:

It's appears to be in the Democratic Republic of Congo. Very similar name.
