First, a member of the MWPHGLTX is forbidden plural membership, so they can't join 9659. Second is the fore-mentioned jurisdictional issue. All three of my GLs recognize PHTX, but if I tried to visit one of their lodges, I would still risk backlash and possible trial.

That's what I thought. You would not be able to petition "online," as you must be physically present to receive the Degrees, and will have to petition a specific lodge. You can't just petition UGLE to become a Mason.
No, not exactly sure who has it now (hard to keep track from Cali). And you would need at least five other Brothers from your Oregon lodge to claim it.

MBC; There are a hundred jurisdictions in the US. Generally, you need to live within a specific geographic range of the lodge you wish to receive your Degrees in. If a man lives in Dallas, TX (for example) it would be difficult, if not impossible, to receive the Three Degrees in Washington, DC.
Unless you live in NoVa or the DC metro area, joining A-W 22 will be difficult. I would advise introducing yourself to local lodges (state or PH), getting to know the Brethren, and making an informed decision.
