I was WM elect when I took my SR degrees. Staying at the blue lodge level for several years gave me a much better foundation. For that matter I was freshly installed WM my second time through the line when I joined the Shrine.

My take is that it shows that it is up to the membership not to the leadership. Waiting on the leadership has taken years without result. Now it is time to author, sign and submit legislation directly to bring the matter to vote on the floor...

The Traditional Observance movement happens within regular and recognized jurisdictions who are accurately described as mainstream. Thus the only place you will ever find a TO lodge is in a mainstream lodge.

I can answer for my jurisdictions and I know the pattern is common throughout the US. I don't know the rules of your jurisdiction. Please check with your lodge secretary and also as W Br Mike pointed out to your own proposer.
