I would speak. Whether or not the brother addresses the issue at hand, with competence or not, it shows that you as a brother care and it will plant a seed in his mind and eventually he will reap the fruit of your help.
To me it's a help system, to always remind me that there is a greater good. Also helps me become a better man not only to my brethren, but my friends family and my God as well.
