It’s prohibited in Utah as well.
Note the way I referred to Br. Mackey and -his- landmarks. There is no resolution as to which list to accept. Utah doesn’t even have such a list.
In Mackey’s opinion (Encyclopedia, 941-943), it is done in this manner:
“ It is not to be supposed that the Grand Master can retire with a profane into a private room, and there, without assistance, confer the degrees of Freemasonry upon him. No such prerogative exists, and yet many believe...
Brother Mackey disagrees with you, and specifically notes this power of the GM as -his- Eighth Landmark. President Taft (Ohio) and McArthur (D.C.) are listed as made at sight.
And, I note particularly, it was widely reported that the GM of Illinois made Cliff Truman Daniel a mason at sight In...
Then, you should also read both Jos. Walkes and Roundtree on the subject. Also go to the FB group Prince Hall Think Tank. Recommend subscribe to the Phyllaxis Society.
I would recommend you read Landmarks of our Fathers, referenced above. While I don’t agree with all of its conclusions, it is worthwhile as to the evidence cited.
I’m afraid you did not really provide relevant citations. Neither of the documents on PH are source documents, and themselves do...

There are various belief requirements, even political requirements, imposed by various GLs:
Texas requires on it's petition for the degrees a belief in the US Constitution, the immortality of the soul, and the divine authenticity...
Do you believe in a Supreme Being? Yes or No.
I truly hope that a pleasant chat at the bar is not equal to what Masons do. That is often one part of our relationship with our “brethren,” but surely not the sum of it.
Our purpose is not to dissuade you from an atheistic position.
Even if we enjoy fraternizing with you, we will regretfully decline to admit you to the order.
If you are anti-social, I question whether you would find enjoyment in our meetings.
That all sounds a little Debbie Downer, but it...
There is no requirement that your family be involved. There is often an expectation in elected grand and national offices that your spouse come to banquets, but still not a requirement.
No US GLs were warranted by the GLE’s. Some provincial GLs were, but only a few. It has no application for the majority of GLs. As noted, some GLs were formed by lodges from both GLs. Indeed, some have have changed their designation.
