I looked myself and now I am curious. It doesn't seem it is still a working Lodge but appears to have left almost a non existent footprint on the digital record.

If you are living in Dubai you will likely not be able to join until you move to a country that is more friendly towards Freemasonry.

Not every jurisdiction has the same workings and we don't even know what Grand Lodge you are in. This is something you should really be getting from your Lodge or District leadership.

Unfortunately, most Regular jurisdictions have a residency requirement prior to submitting a petition to join Freemasonry. Often it is something like six months to a year. So you would need to move to a country that permits Freemasonry and live there for the required time to join. And since...

It's jurisdictional. Many Grand Lodges say no outright to petitioners with felony convictions. But I have heard mention of some that will take the nature of the crime into account and weigh it against how the individual has lived since.
