I'm no expert on Masonic jurisprudence and I'm not in Georgia, but it looks fair to me. Their GL, their rules.

That would be standard language from any of the grand lodges that don't recognize PHA. That is the whole purpose of sovereignty and why the older grand lodge has to consent before the UGLE will recognize. Even where there are two grand lodges, both would still be sovereign and not have authority over the other.
