Couldn't say. We don't use one here in my jurisdiction. It isn't specifically prescribed to use one.

It is only in use by some jurisdictions not all. I suspect it's a minority of jurisdictions worldwide. It's one of those cool differences jurisdiction to jurisdiction.

In Australia, the newly initiated are sometimes invited to attend the closing of the Lodge or left outside to take a breath and chat with the tyler.

It's my understanding that very few American Grand Lodges use the Chamber, and that some specifically forbid it.

The Chamber of Reflection is used in Traditional Observance (TO) lodges. You will almost never find it used in lodges in the USA (other than TO).

They can only use it if their Grand Lodge allows it. Some will allow it as long as it's done before Lodge is opened, and it's not part of any official ceremony. Some absolutely prohibit it.

The Traditional Observance movement happens within regular and recognized jurisdictions who are accurately described as mainstream. Thus the only place you will ever find a TO lodge is in a mainstream lodge.

As to jurisdictions allowing or forbidding it, as long as the process is completed before the lodge opens for the degree it is not a part of ritual and therefore does not need to be authorized. Any GL can authorize or forbid the practice but as long as it's done correctly neither is necessary.

In Texas this year a lodge did it wrong. They mixed it it into the opened activities of the degree. That does interfere with established ritual and should never have been done. Sure enough the practice was banned by the GM. Results should be out today whether the ban extends going forward.
