What is the significance of the different compass and rules?

I have come across a staggered compass and rule and don't understand why it is special. Figured this would be as good of place as any to ask. Thanks in advance.

The right versus left distinction is variation jurisdiction to jurisdiction. The meaning is the same. Each grand lodge has slight differences from other grand lodges and this is one such difference.

As to what the meaning is, brother rpbrown has already answered that is something we learn as Masons. To become a Mason you have to ask to join us.

Not a "secret" but something that all Freemasons are taught as they progress through their Degrees and so isn't usually discussed outside that setting.
