can you have a square and compass tattoo?

if someone has a square and compass tattooed on them and they are not in the fraternity would that keep them from becoming a member?

We had someone who was in this situation not too long ago. If you do some forum searching, you can probably find it. Basically, the reaction was not very positive along the lines of brothers being offended by our symbolism tattooed on the uninitiated (akin to someone having the logo of the Marine Corps tattooed on them, but was never a marine).
Strictly speaking though? No. It wouldn't bar you from joining although you'd be hard-pressed to explain to the brethren why you have a S&C tattoo even though you are not a mason. I would imagine it would definitely be an obstacle.

well i got the tattoo before i knew really what it was i was researching conspiracies about illuminati and i thought my tattoo was an all seeing eye symbol because of the eye on top of my s&c tattoo. also, my birthday is on 12/25, so it was in reference to horus.
well with doing the knowledge and reading a ton of books and now i see i have something that is dis-respectful to have on me because im not a mason. i know now that the conspiracy theory about masons taking over the world is false and your not the bad guys that social media has portrayed you to be, in fact the truth is that most of you, if not all of you are pretty solid guys and i didnt mean any of you any dis-respect. so thank you for the information you've given me. i was worried that this tattoo, from my younger more naive days, would make it impossible for me to pursue masonry like i intend to. this is something that i have a great deal of respect and admiration for, to which i went as far as to name my youngest child mason. he will be 2 next may. again i apologize to anyone that may feel as though ive been dis-respectful for having the tattoo. dis-respect to the craft is the opposite of what i want to do.

Well, if you intend someday to petition to become a Freemason, what you just related might be a good way to explain it to the brethren. Everyone has their misconceptions and their missteps in life.

I have a lot of tattoos but I waited until receiving my 3rd degree to get my square and compass tattoo. Kind of like not wearing my MM ring until then also. As long as you are honest to the brothers and hold nothing back, I'm sure you will be ok. Lying or trying to cover something up is not the mason way. Have you petitioned yet?
