After hearing someone turn in their proficiency, the lodge can declare itself satisfied or not. They do not give reasons.
If the reason is "they haven't been doing their study sessions," then there's really no way to know if that's why. AKA, yes, a lodge can technically declare itself not...
as far as I know, in Texas, a lodge can declare anything "proficient." if they think that someone isn't proficient for whatever reason, then as a lodge, they can decide that.

there is no copyright for masonry like there is for the majority of greek college fraternities. any person is welcome to publish anything they feel is accurate in regards to freemasonry, according to the law. and really, anything that can have been said has already been said.

My opinion, as I've put in other threads is that not having them could be an opportunity to help someone out if they want. Peacible citizens in general have always been welcome here.
