As a general rule, you must be a permanent resident of the jurisdiction where you you join. And many places require you to live there at least a year before petitioning to be come a Mason. But the UGLE could have something.
A quick internet search shows that Derek L Clayton Military Lodge #649 falls under the MWPHGL of TX.

First, what connection does this have to do with Freemasons in the military?
Second, what Grand Lodge is your Lodge under? If you don't have the contact for the Lodge, the GL surely would. And most Lodge's have web pages these days that have contact info at a bare minimum.
Posting the same thing in multiple areas of the forum is not only considered rude by forum etiquette but will get you placed on the ignore list by members or possibly even removed.
There is nothing called spiritual chills in Freemasonry. And the SYMBOLIC emblem of the Cable Tow in Freemasonry only illustrates the length a Mason will go to aid their Brothers. I think someone has given you some bad information. Good luck in your journey.
The 18th World Conference of Regular Masonic Grand Lodges is going on right now in Jerusalem with over 50 Grand Lodges in attendance. I wish airfare to Israel wasn't so expensive right now. Would love to attend that.

You know what annoys me more than groups pretending to be Masons? Their websites always seem to look so much more professional than ours!
