    I don't disagree with the sentiment, but remember, not all GLs have the extensive requirements of proficiency often found in the US. My experience in UGLE is propounding about nine questions to the candidate with the deacon at his ear to prompt him.

    Many GLs do not have a FT Grand Secretary. Communications can be done quite inexpensively. Some GLs charge an attendance or registration fee. It doesn't cost that much to hold a meeting. If the GL owns a hall, it can be done for the cost of lights.
