I haven't read it (though I went ahead and added it to iBooks), but I can say from experience that some of the authors at that time (1915) can be very verbose and meander around a subject forever. You might try skimming it to start, looking for interesting tidbits, before diving in head first.

The doctrine of territorial exclusivity is almost exclusively an American idea, and in my opinion, a BS excuse to keep recognition from happening. Japan has seven GLs working harmoniously together, and many other countries are similarly situated.
