Incidentally there is a resolution to be voted at GLofTX next month that does address the ability of a sitting MW GM to expel a brother by edict. It is Resolution No. 3.

It seems that in 2004 "Title V" was passed that moved Masonic discipline from having individual lodges conduct trials and therefore having the authority to expel a brother, to having the GL conduct trials and therefore having the authority to expel a brother. It's not quite the same as determining if the MW GM has the authority to expel a brother without a trial. It's also not quite the same thing as whether the MW GM has the power to expel a brother without a trial.

Moving discipline back to the lodges is a good idea for reasons like this event.
