In Florida most every district has a set of books with the Ritual written out in plain text. They are kept in a safe which requires a combination and separate key to open. There are several restrictions but in a nut shell;

Under the direction of the District Instructor and the Zone Rep from the Committee on Work the safe is opened, at pre-arranged dates & times, and the books are offered to Brothers who desire to read the correct verbiage.

Yep. Theres 2 keys and 2 combos on the safe. It takes 2 authorized people there at at the same time to open it!

Plenty of states have books with variations on the rules about them. I'm in a cipher state where the book is not permitted in the building, in a cipher state that does not allow the book open during any tiled meeting, and in a clear text state where one book is allowed to be open by the prompter. What is common place in one state is unknown in another.

I've been to tons of "practices" where most brothers had a book open. No tiling at these events so they aren't technically "meetings" in the sense of having minutes.

I've been to degrees at lodges unable to pull them off without some guys reading from their books, but that's a necessity or emergency but how it's supposed to work in that jurisdiction.
