I remember reading a UT GM's address. He lamented that in a lodge of 100, only 10 would attend meetings. Sound familiar? It was given c. 1874.
Many of our US rituals actually tell Masons they only need attend on convenient occasions (as in the grand lodge mentioned). UGLE Lodges have much better attendance in my experience. There is a cultural expectation that one attend. In the US, I have not perceived that to be an expectation.Sounds like attendance has always been an issue, at least in the lodge mentioned. Maybe there's no way around it....

True, but I would rather be dressed in a suit and tie and everyone else in golf shirt and slacks than the other way around.But whether it's better or not depends on your goal. If dressing up shows your respect for the Craft, than absolutely. If being on the level with your brothers is the main goal, than over /under dressed would both be equally inappropriate.
