I suspect that a bit of brown nosing has happened down through the years, but in reality the qualifications are fairly simple: The brother being considerd must be a member of Grand Lodge, should have a good understanding of the Constitution of the Grand Lodge of Texas, should be well known in his respective district, should have a good uderstanding of masonic protocol, and should have a bit of humility in his outward demeanor.
Being known by several of the members in a district that are well known by the Deputy Grand Master is also important. One of the brothers prior to this entry was correct when he stated that selection is often made by recommendations to the Deputy Grand Master from other brothers in the District.
One thing I personnaly would advise against is that one should not just outright ask for the appointment, but should instead just work with all of the lodges possibly through the MWS associations or other means ,to be known as a hard working brother who is interested and will work for the advancement of masonry in general.
