Sounds dangerous. Don't open such things, they are generally malevolent at best.

Yeah, just weird coming from the "Grand Secretary Recorder" but from someone not in OK. Turns out they are from IN. I emailed them back and never heard from them. Their account must have gotten hacked. Who knows?
