Can someone bring an EA up on masonic charges?
What about an EA bringing charges up on another EA, or a MM?
Is it still taken care of in the same way?

a candidate raised the original question about a friend of his joining the craft that he himself would have problem with, and i'd like to be able to cite a source. it would be helpful.
